Decentralized MSME Clusters & Textile Resurgence (Jun–Jul 2025):
To curb migration and foster local factory employment, the Department of Industries accelerated cluster-based manufacturing in mid-2025. Over 50 localized micro-enterprises and artisan clusters reached completion across handlooms, leather, brassware, and agro-processing under the Bihar Micro & Small Cluster Development Scheme.

- Bag & Apparel Hub: The Bela Industrial Area in Muzaffarpur expanded to over 40 functional garment manufacturing and school-bag production units employing more than 15,000 workers (over 80% women).
- Export Linkages: Garments and luggage manufactured at Bela secured institutional supply contracts with national brands and export houses across the Middle East and Europe.
- Sikanderpur (Bihta) Leather Park: Specialized footwear manufacturing clusters at Bihta integrated automated cutting and tanning facilities, linking local leather artisans with organized retail chains.
- Cluster Subsidies: State provided up to 80% financial grants (capped at ₹10 crore per Common Facility Centre - CFC) to establish common machinery and testing testing labs.
