Mod 3: Sand Policy & Mineral Rules
To better regulate sand extraction from river bodies and maintain environmental safety, the State Government replaced the Sand Policy, 2013 with the Bihar Sand Mining Policy, 2019.
The main goals of this policy are:
- Ensure that sand mining is done in an environmentally sustainable manner.
- Ensure availability of sand in adequate quantities at reasonable prices for construction.
- Increase the number of settlement holders to ensure employment generation.
The State Government has repealed the Bihar Minor Mineral Concession Rules, 1972 and the Bihar Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2003, and implemented the Bihar Minerals (Concession, Prevention of Illegal Mining, Transportation and Storage) Rules, 2019.
