Mod 24: Agricultural Marketing Reforms & Food Security (PDS)
5.2.9 Agriculture Marketing
Agricultural Produce Market Committee (APMC) Act was repealed in 2006. Market yards were converted into rent-free markets, where produce can be purchased directly from farmers without Mandi fees. Multi-sector market development (public, cooperative, private, joint) is supported. Godowns in market yards, fruit/vegetable federations modeled on milk federations, rural haat modernization, and terminal markets are established.5.2.10 Food Security in Bihar & Public Distribution System (PDS)
Food security requires adequate foodgrains availability and sufficient purchasing power. PDS distributes wheat, rice, sugar, and kerosene oil. Under the National Food Security Act, 2013, PDS runs under two schemes:- Antyodaya Yojana: 35 kg foodgrains per month to extremely poor BPL families (21 kg rice, 14 kg wheat).
- Privileged Household (PHH) Scheme: 5 kg foodgrains per month per member (3 kg rice, 2 kg wheat) at subsidized rates of ₹3/kg for rice and ₹2/kg for wheat. Under SECC lists, 7.60 crore people in Bihar receive subsidized foodgrains.
- Lifting under Antyodaya has been close to 100%. Under PHH, lifting for wheat was 95% (2014-15) and rice was 97.0% (2014-15). Five districts (Sheikhpura, Kaimur, Gaya, Nawada, East Champaran) recorded 100% wheat lifting; eight districts recorded 100% rice lifting.
- Recent PDS Interventions: 72.4% of vehicles fitted with GPS; coupons introduced since July 2015; and end-to-end computerization of BSFC.
