6.1 Estimates before independence and the colonial economy

🏫 School level · NCERT Class 9–12 (the base for UPSC, BPSC, SSC and Bank exams)

Naoroji’s ₹20 and Rao’s scientific estimate

Before independence, national income was estimated by individuals, often to show the poverty caused by colonial rule. NCERT Class 11 (Indian Economic Development) describes the economy on the eve of independence: stagnant agriculture with low productivity under zamindari, decline of handicrafts without a matching growth of modern industry (de-industrialisation), and foreign trade organised to serve British industry (raw materials out, manufactures in).

⭐ Key Points for Exams
  • Naoroji: ₹20 per capita, 1867-68 (first estimate).
  • V. K. R. V. Rao: first scientific estimate (1931-32).
  • Colonial economy: stagnant agriculture, de-industrialisation, trade serving Britain.

Which pairing is correct?

Explanation: The ₹20 estimate is Naoroji’s. Rao’s credit is the later scientific estimate, and the 1949 committee was chaired by Mahalanobis.

[SSC pattern] Which estimator wrote “Prosperous” British India and estimated India’s income for 1899?

William Digby’s book (1901) used his estimate to challenge official claims of prosperity under British rule. Naoroji’s estimate was for 1867-68; Rao’s for 1931-32.

[School · NCERT 11] Which was a feature of the Indian economy on the eve of independence?

Colonial India had low farm productivity, de-industrialisation of handicrafts, a small modern industry, and exported raw materials while importing British manufactures.

6.2 The National Income Committee (1949) and today’s statistical system

🏫 School level · NCERT Class 9–12 (the base for UPSC, BPSC, SSC and Bank exams)

CSO for old papers, NSO for new ones

In August 1949 the Government of India appointed the National Income Committee, chaired by Prof. P. C. Mahalanobis, with Prof. D. R. Gadgil and Dr V. K. R. V. Rao as members. Its reports (first in 1951) gave the first official estimates and the methods that the new statistical system followed.

Table 6.2 Who does what in Indian statistics
BodyRole
Central Statistical Organisation (CSO), 1951Compiled national accounts (GDP, national income) until 2019
National Sample Survey (NSS), 1950Large sample surveys: consumption, employment, enterprises
National Statistical Office (NSO), 2019Formed by merging CSO and NSSO under MoSPI; now releases GDP, CPI, IIP and PLFS
National Statistical Commission (NSC), 2005Apex advisory body on statistics (recommended by the Rangarajan Commission)
RBI + CSO/NSOJointly compile data on saving and capital formation
Indian Statistical Institute (ISI), 1931Founded by Mahalanobis in Kolkata; 29 June (his birthday) is Statistics Day
💡 Answer by the date of the question

Questions set before 2019 key the CSO as the agency that estimates national income. Questions after 2019 key the NSO. If an option list has neither (66th BPSC 2020 offered NSSO, NITI Aayog, CSO and PMO, keyed “none of the above / more than one”), read the options carefully.

⭐ Key Points for Exams
  • NIC 1949: chair Mahalanobis; members Gadgil and Rao.
  • CSO 1951, NSS 1950; merged into NSO in 2019 under MoSPI.
  • Saving and capital formation data: RBI with CSO/NSO.

NCERT Class 11 associates the National Income Committee of 1949 with:

Explanation: The 1949 committee is the institutional start of official estimation. The other events are later.

[School] The National Sample Survey began in:

The NSS started in 1950 on Mahalanobis’s advice to collect sample data on consumption and employment. The ISI dates from 1931; MoSPI from 1999.

[UPSC level] The National Statistical Office (NSO) was formed in 2019 by merging:

The Central Statistics Office and the National Sample Survey Office were merged into the NSO under the Ministry of Statistics and Programme Implementation. The ISI is an autonomous institute; the RBI is the central bank.

[School] The NSO works under the:

MoSPI (created in 1999) is the nodal ministry for official statistics; the NSO is its statistical wing. The Finance Ministry uses the data in the Budget and Economic Survey.

[School] The members of the National Income Committee of 1949, besides the chairman Mahalanobis, were:

Gadgil and Rao were the members. Naoroji and Dutt belong to the pre-independence period; the others are later economists.

[Bank PO pattern] The National Statistical Commission of India was constituted in:

Set up in 2005 on the recommendation of the Rangarajan Commission (2001) as the apex body to set priorities and standards for official statistics.

[SSC pattern] Statistics Day in India is observed on 29 June, the birth anniversary of:

Mahalanobis (born 29 June 1893) founded the ISI, began the NSS and designed the Second Plan model; Statistics Day has been observed since 2007.

[UPSC level] Consider: 1. The NSO now releases GDP and CPI data. 2. The RBI estimates India’s GDP. 3. Data on saving and capital formation are compiled jointly by the RBI and the national accounts division. Which are correct?

GDP is estimated by the NSO, not the RBI (statement 2 is wrong). The RBI contributes financial data on saving and capital formation, which is why the two are named together in such questions.
