11.1 Who saves in India and in what form

🏫 School level · NCERT Class 9–12 (the base for UPSC, BPSC, SSC and Bank exams)

Households save most, mostly in physical assets

Gross domestic saving (GDS) is the part of income not consumed, by all sectors together. It is usually expressed as a percentage of GDP (the saving rate). India’s savers fall into three groups: households, the private corporate sector and the public sector (government and public enterprises). Households have always been the largest savers.

💡 Trends exams ask
  • The saving rate rose from under 10% of GDP in the early 1950s to a peak in the late 2000s (2007-08 in the old series) and has stayed around 30% since.
  • Order of contribution: household > private corporate > public enterprises > government (government saving is often negative because of revenue deficits).
  • After liberalisation the private corporate share rose.
  • “Financialisation” of saving: a slow shift from gold and property to deposits, insurance and mutual funds (helped by Jan Dhan accounts and digital payments).
⭐ Key Points for Exams
  • Sectors: households > private corporate > public enterprises > government.
  • Households 62.1% of gross saving (2024-25); gross saving ₹111.13 lakh crore.
  • Physical assets are the largest form of household saving.

The largest part of household saving in India, on this item, is:

Explanation: Physical assets, such as dwellings, hold the highest share. Shares and currency are financial forms and are not the top share.

[Current affairs] According to MoSPI (February 2026), India’s gross saving in 2024-25 was about:

Gross saving was ₹111.13 lakh crore in 2024-25, up from ₹95.17 lakh crore in 2023-24. ₹345 lakh crore is roughly nominal GDP of 2025-26.

[Current affairs] In 2024-25, households accounted for about what share of India’s gross saving?

Households 62.1%, non-financial corporations 28.9% (MoSPI press note on the new series, 27 February 2026).

[Bank PO pattern] Which of the following is a FINANCIAL form of household saving?

Insurance, deposits, provident funds, shares and currency are financial assets. Houses, gold and farm equipment are physical saving.

[RBI Grade B level] “Financialisation of household savings” refers to:

Moving saving from gold and property into deposits, insurance, pension funds and mutual funds makes it easier to channel into productive investment through the financial system.

[SSC pattern] The gross domestic saving rate is calculated as:

The saving rate is saving as a percentage of GDP (sometimes of GNDI in newer releases). Bank deposits are only one part of saving.

[School] Buying gold jewellery as a store of value is an example of:

Gold is a physical asset; in national accounts acquisitions of valuables appear as a separate item within gross capital formation.

11.2 Propensities to save and the role of saving

🏫 School level · NCERT Class 9–12 (the base for UPSC, BPSC, SSC and Bank exams)

APC + APS = 1; MPC + MPS = 1

Keynesian theory links saving to income. The average propensity to save (APS) is saving per rupee of income; the marginal propensity to save (MPS) is the share of an extra rupee of income that is saved. Since every rupee is either consumed or saved, APC + APS = 1 and MPC + MPS = 1.

APS
APS = S ÷ Y
MPS
MPS = ΔS ÷ ΔY
Identities
APC + APS = 1; MPC + MPS = 1
Saving rate
GDS ÷ GDP × 100
Worked example

Income is ₹1,000 and consumption ₹800. Income rises to ₹1,100 and consumption to ₹875. Find APS at the first level and MPS.

  1. Saving = 1,000 − 800 = 200; APS = 200 ÷ 1,000 = 0.2.
  2. New saving = 1,100 − 875 = 225; ΔS = 25, ΔY = 100; MPS = 0.25 (so MPC = 0.75).
APS 0.2; MPS 0.25
📐 Saving and growth

Higher saving finances more investment, and with a given ICOR that raises growth (Harrod–Domar, Module 10). In the short run, however, a sudden rise in saving can cut demand (paradox of thrift). In equilibrium of the two-sector model, saving equals investment.

⭐ Key Points for Exams
  • APS = S/Y; MPS = ΔS/ΔY; APC + APS = 1; MPC + MPS = 1.
  • Higher saving → more investment → growth (given ICOR).
  • Government saving is negative when there is a revenue deficit.

Questions

In the two-sector circular flow of NCERT Class 12, equilibrium requires:

Explanation: With only households and firms, the condition is S = I. Trade and taxes need the other sectors.

[School] The average propensity to save (APS) is:

APS = S/Y. The marginal propensity to save is ΔS/ΔY; consumption ÷ income is the APC.

[Numerical] Income rises from ₹1,000 to ₹1,100 and saving from ₹200 to ₹225. The marginal propensity to save is:

MPS = ΔS ÷ ΔY = 25 ÷ 100 = 0.25; MPC = 1 − 0.25 = 0.75. 0.2 is the APS at the first level.

[School] Which identity is always true?

Income is either consumed or saved, so C/Y + S/Y = 1. Likewise MPC + MPS = 1 for changes. Mixing an average with a marginal is wrong.

[UPSC level] Government saving in India is often negative mainly because:

Government saving = current (revenue) receipts − current expenditure. A revenue deficit means the government borrows even for current spending, so its saving is negative. Capital spending on roads is investment, not dissaving.
