Module 1: Nodal Institutions & Policy Framework in India
NITI Aayog and the SDG scoreboards, then the ideas under them: limits, the Kuznets curve, the circular economy, and human capital.
TopicPart 1 of 4
Subtopic 1.1: Institutional Mandate of NITI Aayog for SDGs
The goals are global. The nodal desk, in India, is NITI Aayog.
Starting point
The Sustainable Development Goals are the 2030 Agenda’s seventeen commitments, adopted by the United Nations in 2015. Someone in each country has to track them. In India that nodal institution is NITI Aayog, the National Institution for Transforming India, which replaced the Planning Commission on 1 January 2015. NITI coordinates the SDG India Index, works with states and ministries, and is the name the papers want when they ask who implements and monitors the goals.
The Finance Commission divides taxes. It does not run the SDG dashboard. The Planning Commission no longer exists as the live institution. A ministry may own a scheme that serves one goal, and still not be the nodal body for the set. When the question says nodal institution for the SDGs, the answer is NITI Aayog.
Date NITI’s arrival: 1 January 2015, replacing the Planning Commission.
Attach the SDG mandate: apex nodal agency for Agenda 2030 in India.
Reject the Finance Commission and the Planning Commission as current holders of that mandate.
Remember that nodal means coordination and monitoring, not that NITI spends every scheme’s budget.
Carry the name into the index topics that follow. They are NITI’s publications.
Worked example. A state health department runs a mission that serves the health goal. The Union finance ministry writes the Budget that funds it. Neither is the institution that publishes the SDG India Index and is charged with the whole agenda. That is NITI Aayog. The U.P. 2019 item’s key is NITI, not the other bodies on the usual list.
Memory hook. 1 January 2015, Planning Commission out, NITI in. NITI is the SDG nodal body.
Further explanation
NITI is a think tank and a coordinating body, not a constitutional finance commission and not a planning commission with the old power to allocate plan funds. Its SDG role is still real: the index, the state rankings and the dashboards are how competitive federalism is applied to the goals. A answer should not claim NITI replaced Parliament or the line ministries.
Agenda 2030 is global. The nodal body is national. Localising the goals, through state and district indicators, is the practical content of NITI’s mandate.

Original notes
Subtopic 1.1: Institutional Mandate of NITI Aayog for SDGs
Sustainable development requires integrated multi-sectoral planning and coordination across both Union and State jurisdictions. In India, the National Institution for Transforming India (NITI Aayog) is formally mandated as the nodal institution for the coordination, localization, and implementation of the United Nations Sustainable Development Goals (Agenda 2030).
NITI Aayog acts as the apex facilitator between central ministries and sub-national governments. It develops indigenous evaluation dashboards (like the SDG India Index), promotes cooperative and competitive federalism, and integrates development priorities across the 17 global goals.
Important points
NITI Aayog replaced the Planning Commission on January 1, 2015.
It is the apex nodal agency for monitoring Agenda 2030 (SDGs) in India.
The Finance Commission and Planning Commission do not hold the current nodal mandate for SDG implementation.

TopicPart 1 of 3
The Planning Commission and NITI Aayog (NCERT Class 11)
Planning Commission: the Five Year Plans. NITI Aayog, from 2015: the successor body, and the nodal agency for the SDG index.
Starting point
NCERT Class 11 places the Planning Commission at the centre of the 1950-1990 strategy. It framed the Five Year Plans that set the goals of growth, modernisation, self-reliance and equity, and it allocated a large part of public investment. India remained a mixed economy: the plan steered, and the market still worked.
Later editions of the same book record the institutional change of 2015: NITI Aayog replaced the Planning Commission. NITI is a think tank and a forum for the Union and the states, not a body that allocates plan funds in the old way. For the SDG work in this module, NITI Aayog is the nodal institution that builds the India index. That role is new. The planning history behind it is the Class 11 chapter.
Date the Planning Commission to the plan era and NITI Aayog to 2015.
Keep the four plan goals attached to the Commission, not to NITI.
Call NITI a replacement and a coordinating body, not a renamed fund-allocating commission.
Worked example. A question that asks who designed the plan goals is about the Planning Commission. A question that asks who publishes the SDG India Index is about NITI Aayog. The second institution did not exist in 1951.
Memory hook. Planning Commission: the Five Year Plans. NITI Aayog, from 2015: the successor body, and the nodal agency for the SDG index.
Further explanation
The 1991 reforms reduced the reach of licensing. They did not, by themselves, create NITI Aayog. The institutional replacement comes in 2015.
Important points
The Planning Commission framed the Five Year Plans.
NITI Aayog was set up in 2015 in place of the Planning Commission.
NITI Aayog is the nodal body for the SDG India Index.
The plan goals remain growth, modernisation, self-reliance and equity.
