TopicPart 1 of 4

Subtopic 7.1: The 17 Global Goals Framework

Fourteen is the ocean. Fifteen is the land. Six is the tap.

The 2030 Agenda has seventeen goals with fixed numbers. The papers test the numbers, not the poetry. SDG 1 is no poverty. SDG 2 is zero hunger. SDG 3 is good health and well-being. SDG 4 is quality education. SDG 6 is clean water and sanitation. SDG 9 is industry, innovation and infrastructure. SDG 10 is reduced inequalities. SDG 13 is climate action. SDG 14 is life below water. SDG 15 is life on land. The India Index 2018 item asks 1, 2 and 9 together, and the match lists ask 10, 13, 14 and 15, and 1, 3, 4 and 6.

A single swapped pair fails the code. Climate is 13, not 14. Life on land is 15, not 14. Water for drinking and sanitation is 6, not the ocean goal. Inequality is 10, not “the last goal”. Learn the list as a strip you can recite, then the match codes become mechanical.

  1. Recite 1 poverty, 2 hunger, 3 health, 4 education, 5 gender, 6 water.
  2. Continue 7 energy, 8 work, 9 industry, 10 inequality, 11 cities, 12 consumption.
  3. Finish 13 climate, 14 life below water, 15 life on land, 16 peace and institutions, 17 partnership.
  4. Check every match against that strip before looking at the codes.
  5. The keyed codes are A-3, B-1, C-4, D-2 for the 10/13/14/15 list, and A-3, B-4, C-2, D-1 for the 1/3/4/6 list, given the lists in the bank.
Worked example. Someone who thinks “water” and marks SDG 14 has chosen oceans. Drinking water and toilets are SDG 6. Someone who thinks “environment” and marks every green goal as 13 has erased forests and oceans. The match item exists to force the split: 13 climate, 14 below water, 15 on land. The 2018 index item’s triple is poverty, hunger, industry.
Memory hook. 1 poverty, 2 hunger, 3 health, 4 education, 6 water, 9 industry, 10 inequality, 13 climate, 14 oceans, 15 land.

The numbers are political artefacts of the 2015 negotiation, which is why energy is 7 and infrastructure is 9 rather than sitting beside each other in a textbook taxonomy. Examiners exploit that arbitrariness. A answer can group the seventeen into people, prosperity, planet, peace and partnership, the “five P” clustering, after the numbers are secure.

Indicators sit under targets, which sit under goals. The index topics score indicators. This topic is only the goal titles and numbers.

Figure

Numbers that get swapped

1 no poverty · 2 zero hunger · 3 health · 4 education

6 clean water and sanitation · 9 industry, innovation, infrastructure

10 reduced inequalities · 13 climate · 14 life below water · 15 life on land

The full seventeen are the syllabus. These are the collisions the items engineer.
